Is this hole supposed to be covered? 1983 4x4


So noticed leaves popping here and there on floor boards covered find source. Well I’m changing out air cables and removed glove box to this cover to 3” hole behind right of glove box. So I guess found where leaves are coming from.

Found piece!
While vacuming years of leaves found the plug!!!!
