t100 legal issues w/ rear bumper option
I am researching my old 1995 t-100 for the kid I sold it to. He got pulled over in Pennsylvania (state police-not regional or local) and was cited because the truck was "missing" its rear bumper. I owned the truck for 2 years prior to selling it to him and he had it a year before recently having this issue. Its has been driven locally by the previous owner since 1995 with no issues.
We have contacted the local Toyota dealers as well as Toyota USA and although every person we speak with will verbally confirm that this particular vehicle had a rear bumper as an option I can not find anything in PRINT to take to the Judge at his hearing. I am planning on asking the original owner for a notarized statement and also pulled the inspection code but something showing it as an option would be helpful.
I searched this site for support. I am new to this site and I apologize if i overlooked a thread that already answered this question.
I am a current 2013 Tacoma owner and absolutely love the truck. Thanks in advance for any help or links on the rear bumper matter.

In VA usually when you have an improper equipment ticket, if you get it fixed before the court date and call the police officer and show him (take pictures and bring receipts) they will dismiss the ticket if you come to court. He could probably text a picture to the officer. If the law in PA says he has to have a bumper he should get one. I'm still flummoxed that he got a ticket for that. If he was rude to the officer he should just pay the ticket because it won't get dismissed.

I don't think pick-ups are required to have a rear bumper in AZ.
I know that I have seen many brand new trucks sold with no bumper here.
I could'nt find anything in ARS Title 28, Article 16, where equipment requirements are specified.
As a side note, back in the day, many dealers put diamond plate and channel bumpers on new trucks that advertised their dealership.
A guy I worked with bought a new Ford and he told them that he was'nt going to give them any free advertising.
He told them to take the bumper off, or reduce the trucks price $200.
They gave him the $200.
