Funny, I am here looking for the same thing!!! It sure isn't in the engine compartment so I guess I am going to have to start looking under the dashboard tomorrow!! I can see good times and lots of misquito bits on my legs in the near future!!

I am not as familiar with these 4Runners as the older ones, but the Air Conditioner expansion valve should be located in the Cooler / Evaporator unit under the dash, which is right behind the glove box.
You will need to remove the Cooler / Evaporator unit to get to it.
