22re EGR opens at 2700 not 3500 RPM?

My EGR opens at 2700 rpm. Has anyone tested theirs please reply? 1985 22RE but other years may apply.

That sounds like proper operation to me. The EGR is supposed to open at cruising speed.

What's confusing me is that the FSM (page EC12 1985)says it's supposed to open at 3500rpm. Thanks
