Trying to start 96 4runner 3.4L SR5
 
Battery is new an fully charged when trying to start all i get is a rapid clicking sound like a machine gun

Welcome to the board. Start with giving use some back story. Has the rig been yours the whole time? What symptoms, if any, did it present before it had a problem? Are there any stored codes in the computer? Automatic or manual transmission? How many miles on the rig? What aftermarket electrical work has been done, LED's, Winch, Stereo, etc.?

Best guess is a poor connection Might be at the battery

Might be a poor ground connection

Might be the solenoid is in need of some attention

A rapid click is a relay closing and opening due to voltage drop. Voltage drop occurs because of poor connection (dirty, loose), or failing wiring due to the resistance increase (heat) while trying to carry current.

Get your volt meter out. Measure across battery posts, across battery cables, from battery negative post to distribution block for starters.. You want to start at the battery and work your way all the way down to the starter contacts (both solenoid wire, and primary).

Likely causes are the battery cable terminals, fusible link wire, starter relay, ignition switch, starter primary wire, starter solenoid, or any of the wires between any of those components..
