AC Help

Hey guys I just bought a 91 toyota pickup and the ac only works on settings 3 and 4. What would cause this to happen and what could I do to fix it? Thanks a lot

first I will ask if your fan works on these settings, sounds like a short on the wires on 1 & 2.
