Kiroshu thanks but i hotwired the fp using a paper clip at the cor and during all tests the fuel pump can be heard i have also confirmed that the relay is functional and it has power and getting proper signals to turn on/off fuel pump. I am heading over there now to do the wire checkclean and inspect camshaft to be sure.

Any ideas on maybe the srs/aiirbag or an inertia switch or something like that trying to disable it? It does not have a factory alarm but it might have a harness that got jacked up by the posmech before.. any ideas on locations i may need to pay special attention to?

Update/recap
99 taco 2.7 distributor less ignition, no pulse to injector after ignition will run on ether
Replaced:
Both coil/ignitiors
Fuel pump
Fuel filter
Cam sensor
Crank sensor
Ecm(tested on running vehicle)
Checked/inspected
All wiring connections in engine bay
All wiring connections to ecm
O2 sensors
Maf sensor
Removed all connections and inspected all wires back from clips as far as possible, looking for melted burnt or any weirdness clead w qd electronics cleaner lubed(very little, just a touch) with dielectric grease.
My buddies was going to stop by with snap on scanner again but got a flat late in evening on the way down hopefully early this week we can try again.
Till then any more ideas?

Did you check the fuses? What's the status? Have you taken a test light and tested for 12V positive on one side of injector harness? Same at igniter? When you turn key on, engine of(not Accessory), you should get 12V positive at these items. The ECM provides the signal(negative).

Have you been anywhere where they have a Scan tool on hand...?
Observe scan tool data during cranking time for RPM signal.
-If RPM signal is not present then the problem is pretty narrowed down.
Have you tried a second Crankshaft Position(CKP) Sensor...?
After Re-reading the Post(s) however I noticed there was no check for fuel and or fuel pressure at the rail...?
-Is fuel pressure satisfactory at the fuel rail..?
Now that I think about it... a security theft deterrent system can disable engine controls... if you have key which I assume you do >_<...
-I believe the Earlier model Toyota Security Systems are reset by using the key on the door un-locking it and re-locking it.

Kiroshu i was actually able to use that advice with the alarm disarm on a Jeep (2009) that had been parked for 6 months i went to look at um and that was the first thing i had the guy do (lock unlock crank) due to the fact when he opened the door the alarm went off i figured give it a shot and well that was some great advice in general thanks so much

Oh and yes got her going it was the harness in the end. Replaced with new and it fired right up. Stoked. Got lotsa new parts now as well.
PROBLEM: short in wiring harness
SOLUTION: Remove and replace.
