Question Woops Where does this black wire go?

I decided to pull my alternator today and replace it. It acting up again this time under voltage. So I am just going to get a new one.
But.... During my diagnostic I found this wire ( Ground?) under the frame rail and bolted in. And now missing bolts. I'm thinking I forgot to reinstall it when I tore the engine apart last year.
I am thinking it goes on the supporting bracket or to the engine. But I'm not sure its comes about a foot out of the wiring harness. As far as i know that part of the loom is just wiring for the alternator.
