Weird problem

Weird problem
Hi couldn't find anything on this,
I have a 94 pickup 22re with 189.000 miles after it warms up and I stop to go into the store when I restart it runs really rough and has no power till it hits 3000 then it takes off and runs fine till I turn it off again. Just did full tune up minus o2 sensor, new t-chain,
Would appreciate any help and ideas on what to check
