if you have a good quality 1/4" drive, you should have no problem removing the bolts, the torque is just minimal , probably just tight because of the old thread locker from factory or from rust.
be patient and and you will get!...

thanks tnrabbit*** pulling the left and right cam to the right a little to get the slack out really helped- after 2 weeks of working on it a little before work and after work finally got it all buttoned up with no leaks and only had to put the timing belt on once to get it right - i love this site, never been into the blogs or forums but I've learned more in the last month about my truck than any other yota I've owned.... : D

x2 on tearing out the gasket that comes pre-installed on the no 2 idler pulley and using Toyota FIPG

I've had two separate incidents of leaks from that joint - last time I put some FIPG in addition to to pre-installed gasket. This time I scraped it clean and am just using FIPG

Also 1/4" works great. I picked up a 1/4" drive extension and u-joint and can get in there good
