Tailights, Parking lights and dashlights 1993 Toyota Pickup

I have a 1993 Toyota Deluxe Extended Cab, the parking lights and tail lights and dash sometimes take a few minutes to come on when switched, seems like colder weather impacts the time it takes to switch on?

I am betting you either have a bad relay or your switch is bad. You might be able to take apart the switch and clean and regrease the contacts, if you want to do it on the cheap.

Part # DS545 at Rockauto will get you a new switch for $45. I have no idea how hard it is to install.
