rocker arm replacement w/o removing cylinder head

Is it possible to remove a rocker arm without removing the cylinder head. Newly rebuilt engine (10 miles or so) #4 intake rocker arm.

Yes. Drain the coolant before you start. Torque head in 3 steps following the torque sequence or start from the center and work out in a circular X pattern.
