Replaced head gaskets, now power brakes don't work?

Maybe someone can help me out here. I just did the gaskets on my 1991 3vze. Everything works well with the new head gaskets except the power brakes. There doesn't seem to be any or enough vacuum coming from the metal line under the intake manifold on the passenger side. Should there be a lot? Also there is none at all at the booster. Could the check valve at the firewall go bad? So weird. Suggestions please?

Should be 18" mercury at idle. Something got put in wrong.

Where does the vacuum for the booster come from? The intake? Or the airbox? I can't tell.

Comes from the intake plenum.

There is virtually no vacuum upstream of the throttle body.
