Rear back up lights / Stalling going up hill

My 91 runner auto 4WD 3.0 back up lights is not working. Check the bulbs and they are working fine. Was told that there is a back up light swtich that is on the side of the transmisstion that turns on the lights when shifted into "R". Crawled down there are ther are multiple connectors. Any ideas?

Also my runner has plenty of power on high ways and residential however when I hit the moutian roads on my camping and hunting trips. I loose power going up hill. My brother has the same year as mine and he's pulling 45mph while i'm dead still at 25mph. Did all tune ups, all fluids, spark plugs/wires, and belts. Was told from a friend I should changed my fule filter. Can this be the reason?

Any Ideas or knowledge and info shared, I thank you greatly.

If you have never changed the fuel filter i would recomend it, Its possible but not likley that it could cause some of the problems your having. The best way to know the condition of your engine is to do a compression test of all cylinders, that will tell you how healthy the engine is.
