Power Steering Pump and Pulley

On my '87 4Runner the power steering pump doesn't spin freely and when give it gas it catches a little and then when I turn the wheels it starts to make a weird noise and the pulley stops spinning and the belt still wants to spin. Is this a common problem or what is the problem? Does anyone know if there is something that needs to be ajusted or is it shot and I just need to get a new one?

sounds shot to me.. take off your belt and see how it spins.. the pully should spin freely with the belt off and not make any weird noises... if it does then i do believe your pump is toast
