Power and gas loss

So I just bought a 91 pickup with 3.0 with 155000. Has new head gaskets and rebuilt transmission in the last 10,000 miles. Runs good but has horrible gas mileage 14 and under and just doesnt have the power that it should. It has problems going up hill and picking up speed at lower rpms. Timing and compression are good along with new plugs and wires and new exhaust systems including cat. Any ideas on wheat could possible be wrong?

1. Check for ECU codes

2. Probably need to replace the O2 sensor at a minimum. That will put fuel economy in the toilet.

How exactly do you check for ecu codes? Did the o2 sensor felt like it helped out quite a bit. Took it to emissions today and it failed due to high CO reading. Possibly part of my problem? Any more advice?
