no power to heater relay

no power to heater relay
well,
the heater core is in, the dash-halfway in.
some plugs are in (the blowers 2 plugs are in)
other plugs, i just don't see any thing to plug it back into.
1 is left of the steering wheel.
another is by the radio.
the radio and clock both have power.
but
no power to the heater relay, or heater/A.C. fuses.
all fuses by left foot/clutch look okay (dusty, but okay)
(i checked the 6 at the firewall side,
and one in the middle, closer to the door)
6 rows of 3 up/down

XXXGGG
like that, if the g's are by the firewall, and the x's are towards the door,
the g=good.
the x= didnt check, or no-fuse.
help

The heater fuses are on the other side, there's a small panel behind the passenger side kick panel. It's up fairly high so you may have to remove the glove box.
