No Power

I had recently purchased an 1995 4runner with an 22re that needed new timing chain guides.
I purchased a timing chain kit from LCE Performance. Replaced the chain, guides, sprockets, water pump and oil pump.
The timing is correct I have checked it several times and it is on point. I also changed the plugs, wires, cap and rotor. Did a valve adjustment and performed a compression test (160 psi on all 4)
The fuel pressure is in the upper 30s.
The 4runner runs good until it is put under load and there is no power.
Another thing that just recently is that the fuel pump will not turn on unless i jump it through the diag port
The 4runner has 186k on it and has recently had a head gasket done right before i bought it (I have the receipt)
Looking for any new direction anyone can point me.

Lack of power I've found most of the time with the 22re is retarded timing...i know you checked it... advance it 5 degrees and see how it runs

Retard it with just by moving the distributor?

Don't forget to use your timing light, and the jumper. Setting timing without a timing light is synonymous with "blow a hole in the head of a piston." (cam timing and ignition timing are related, but completely different).

If your 4runner runs at all, the fuel pump is running. I'm guessing you mean "the fuel pump won't turn on with just the key-on." Which is normal; the fuel pump doesn't turn on until you turn the key to start.

The fuel pump use to turn on when you would start the 4runner but now the only way the truck will stay running is if I manually turn on the fuel pump and start the truck

Is the AFM plugged in all the way?

Got it all figured out.
Thanks for all the help.
Ended up putting a new fuel filter in it and a set of injectors
