No EFI after heat sink with 3.0

So Ive been chasing a very strange issue for a while now and cant seem to find any solution.
My 3.0 auto 4x4 4runner starts and runs great with NO CEL but IF I turn it off and try to restart it after 30 mins it will not start. The EFI system seems to not work.
Its only after its turned off after running and parked for over 30 mins that something is heat soaking at not allowing the EFI to work. I thought the temp sensor for the ECU was an issue so I replaced it with a Toyota part and its still doing the same thing.
Many Many times have I had the car sit for 30+ mins with the hood closed and it wont start. If I try to start it before said 30 mins it works or if I leave the hood open it starts. the temp gauge is fine and the engines not overheating; its not boiling over. The cold start injector and switch seem to be working fine.

Every time that it wont start I pull out a bottle of water and pour it on the back side of the intake onto the temp sensors and not long after that it will start again; a bit rough at first but after I get moving with air flow it runs fine as before; I can even turn it off and restart it just fine.
I just took the intake off to double check everything including the grounds; I even added an extra GRD to the EFI loom. No Vac leaks; relays and fuses are fine. Fuel pressure is fine; spark is fine. I tried to put my meter on an injector plug and turn it over but I think its such a quick fire I cant see any voltage on the meter. I can normally hear the injectors firing when its running but I dont notice them when starting; could be the starter noise level. maybe I should use a test light next with the injector wires.

Anyone have any thoughts on this?
I know my check engine light works as Ive unplugs several items and the CEL will come on and off once I plug them back on. Ive also tried another ECU.
Anyone have a detailed wiring diagram which shows what the EFI wiring? and/or a ohm test for the temp sensor?

Thanks
