Yep you need to get it fully warmed up and burn off any residue in the exhaust. A simpler way, not really simpler, better way to rule out stuff in the exhaust is to remove the intermediate pipe between exhaust manifold and cat. If you are getting water vapor still it has to be still being introduced to the combustion chamber.

Ahhh here we go. That’s the trial and error method I love right there. Think my cat may be too far gone to salvage? It blew when I was driving down the highway at 65. Lots of exhaust pressure up in there.

Pretty common mistake is hooking one of the coolant lines to the iacv into the intake (we see this more on the 3vz than 22re) but it is worth the few minutes to check the vacuum and coolant lines go where they should.

UPDATE: It works perfectly now. Needed to get it up to temp so I could burn off the old smoke. Thanks so much for everyone's help! I owe all of you a beer for sure.
