Not the batterybor ground, is a manual and was able to push start
Please help, I don't think its in the ignition since the locks should work without the key. Fuses by drivers kick panal are ok

Well it might have helped if you had listed just what your working on.
No place but the basics without year and model
What you have checked??
Just what voltage did you read at the battery???
How have you ruled out your ground system is not the problem??
Fuse box under the hood?? Fusible links??
How did this happen all by itself sitting overnight??

1990 4runner
Batt volt=12.58
Fusable links would be next to check
I am thinking ground is suspect. Weird that much of the system has power though.
Its old and has 253k miles so anything is possible. Was sitting about two weeks before this happened when trying to start.

You sure that fuse for the things that do not work are in there?
Got Schematic?
1990 Runner? 22R-E? V6?
A problem well-stated is a problem half-way to getting solved.
NOTHING (except a winch) would work if fusible link is bad.
Exactly.
Dome and horn should work even without ignition switch.

looks like the circuits going through the ignition switch
the ones that you have listed as working don`t

locks
I was about to replace the ignition switch but power locks don't need the ignition on. Trust me this is a weird one, more than 20 years as a tech with excellent troubleshooting. I'm going to start over with the ground and maybe a short coming off the batt terminal

what works: headlights, taillights, horn, dome lights, ignition buzzer, hazard lights.
What don't work: power mirrors, power locks, power windows, radio, turn signals, dashboard, starter

Your original title is confusing...
"my horn hazards dome lights and headlights work but power locks windows dash radio do"
Again, got schematic so those who understand it can help??
Unless someone hacked your wiring, typically:
Power locks, headlights, taillights/dashboard lights, and hazard lights do not need accessory or ignition on.
Radio needs accessory on.
Power windows, power mirrors, turn signals, dashboard indicators/error lights need ignition on.
