My 22RE won't hold between 1200 & 1800rpm???

My 22RE won't hold between 1200 & 1800rpm???
Ok... this is wierd. Im not sure where to start troubleshooting.
My 22RE runs great! I love it. It idles great at 950rpm. It starts up, and runs great no matter what angle I drive. When I accelerate, it accelerates smoothly and with alot of power.
However, when I am crawling, it won't hold any RPM below 1800rpm. If I feather the throttle, I get no response, and then all of a sudden it shoots to about 2200rpm. And if I let off alittle, I can get it to hold about 1800-2000rpm... but if I try to get it any lower, it elopes. When I say elope, I mean it goes from idle, 900rpm, to 1600rpm, and then back to 900 rpm, and then 1600rpm... until I increase the throttle, or let off completely.
I know my 4Runner was converted from an Automatic to a 5spd by the previous owner, and I am wondering if maybe there is something that needs adjusted... or maybe something that has been overlooked.
My other car is Carburated, and I am not extremely familiar with Toyota's EFI setup.

And the CEL is not on, correct?
My 1st thought is computer...EDIT: or O2 sensor... But it's prolly more simple than that. I'd inspect it really good for loose connections and vac lines that could be off.

Thanks man. I suspected the TPS but I didn't know where to find the procedure for testing it.

Let's start of with saying that a 22re should idle around 750. So set your base timing around that, please. While you're busy setting your timing, the TPS should be set properly too.

Thanks, im going to tear into it this weekend. I also have to figure out how to mount my York compressor and it looks like I will be pretty busy
