Jumping RPMS

I have a 1988 4runner with a 22re.

Okay here is the history that i know on it:
My stepdad bought it a few years ago for $1500. It drove great, ran great, everything worked on it. About a year after buying it he cracked the head and took it apart. Then some guy put it back together with a used good head...

After that it would not idle or go over 60mph. My stepdad drove it like that for about a year and a half. In Apirl he died and I got the truck. So what I did was cut the cat off and that got me no were. From my understanding all the gaskets were reused when the head was put back on.

One day i was mudding, ripped the exhaust off and killed it. Once we got it started it still wouldn't idle and when i gave a liittle to full throttle it just jumped rpms and i couldn't leave first gear so here is everything I have done and bought for it:
Used TPS
Used Mass Air Flow Meter
New Head and Intake Gaskets
Tired Redoing the vacuum lines a millon times
Screwed with timing

It still keeps doing the same thing and the only code it is flashing is my TPS, but my TPS comes up good with a ohmmeter. So wht could it be? Alot of people say my ECU but I don't think it is.

the TPS code could be caused by it not being adjusted properly- http://www.4crawler.com/4x4/CheapTricks/TPS/index.shtml
adjusting the timing involves jumpering the TE1 and E1 terminals in the diagnostic plug AND the TPS to be adjusted properly.
it's possible the cam and crank aren't indexed properly and or the valves need adjusted.
