My 94 was suffering the same high idle symptom, 1dle high between shifts and at stop lights. Blip the throttle and sometimes it would idle down sometimes not. I have not removed it as of yet but did back the adjustment screw out to where it did not contact the dashpot. All is better in idleville now. Consistent 800rpm or so idle, not high idle between shifts.

I agree with gevo the dashpot may be a contributor but it sounds like dirty throttle linkage to me. I just had this same problem and a new throttle cable fixed it mostly, sometimes it idles high but not bad enough to worry about, and yes my dashpot is next to useless and doesn't compress all the way like you mentioned but I still think you should look at the linkage and look at the firewall where it bolts to, mine was broken there and made it super dirty which caused a lot of the problems you are mentioning

Cable was good. Dashpot was bad. Left cable alone. Took dashpot out. Problem solved.
