Automatic trans will not shift by itself...Help

I have and auto trans that will not shift by its self. I have been through FSM's, done there test, but can not find a trouble shooting for a trans that will not shift by its self. I thought it was the speed sensor, but they both test out. My transfer case will not shift in to 4 low either, you have to shift it in to 4 low then turn the key off and back on for it shift down. What am I over looking.

Hang in there , someone should chime in and give you some pointers , may want to edit title of your post to something pertaining more to your problem :)
