WARNING: ONLY DO THIS FOR TROUBLESHOOTING PURPOSES.
To eliminate doubt on COR or AFM, jump B and FP pins of fuel pump check connector. This will energize fuel pump regardless of the state of COR or AFM, as long as EFI relay is on.
REPEAT: ONLY DO THIS FOR TROUBLESHOOTING PURPOSES. DO NOT LEAVE B & FP SHORTED DURING NORMAL OPERATION.

Sorry for the dumb question, but why not leave it B & FP shorted during normal operation? I was getting really fast startups for a while, before my issues started, and left it shorted indefinitely. I know there is a safety issue here, where if you're in a wreck the FP won't shut off and that's bad. Anything else?

After the few times that I tried to start it up at the gas station today when it died, it would not start all the way up again, It sat for a little bit while I waited for the tow truck when they arrived I tried to start it again and it did the same thing. It turned over and then sputtered out. I had it towed to a friends shop and I haven't had a chance to check it out since lunchtime today. I will update everyone tomorrow or Friday with I find, going to test the relay and the fuel pump.

Hey Everyone,
Sorry for the delay, I ended up having to fix another car before my 4runner, I had a chance to get the 4runner over the weekend and it turns out that it was just my fuel pump in my case. Took the old pump out and it was pretty old and not the factory OEM Denso part. I replaced it with a factory OEM pump and she started right up and is running better than ever. Of course wouldnt you know as soon as I fired her up after the fuel pump she start making a nasty sound from the alternator, when I popped the hood sure enough you could hear it in the alternator and see the metal shavings coming out of it. So I spent yesterday evening popping a new alternator in her and she is back on the road, ready for her trip to Tahoe this weekend.
Thanks to everyone who helped me to diagnose this, and showing me how to test for the pump vs relay.
