3vze wont time correctly

I just rebuilt from the bottom up a 1990 3vze out of a 4x4 4runner. At that time, among other things I replaced the harness, injectors, plugs, wires, distributor cap, rotor. It's got a new water pump and timing belt/tensioner. The problem is that there is a notch on the distributor housing and a notch on the cylinder head where you line them up; well mine wont line up when the timing is set to factory settings. Factory calls for the timing to be set at 10° BTDC. I am following the factory method of: putting the crank pulley to 0° and the distributor rotor should point to the #1 spark plug. The engine runs well but takes forever of cranking in order to fire. Is there a trick here to this process that I'm missing? I have put the jumper wire on the diag. port and the idle doesnt seem to change when I remove it. I'm stumped.

Is you TPS correctly installed?

I believe so, the previous owner installed an aftermarket unit. I hooked it up to a DMM and rotated it to within spec. The timing can be set to factory but the problem is that the marks on the distributor and the mark on the engine dont line up.It also has a hard time starting. Im stumped here..

I just did a valve job/head gasket on mines and a T-belt package..The car would start but would run rough and would stumble..I set the crank pulley mark to 0 degree which is #1 at TDC and stab the distributor in with the rotor pointing at #1 spark plug wire..This is a real weird design..But what you have to do is set the crank pulley at 10 degree and then stab the distributor in pointing to #1 spark plug wire..Car fired up and runs great with power and no lagg. Give it a try..let me know the progress..
