1993 3VZ cranks, will not start

I have a 1993 4Runner, cranks, will not start, no spark. I have swapped the ignitor and coil with a 90 i have and they both will start it, so i have ruled out those units. This 4Runner has a new long block, self installed, 3500 miles on the engine. After tinkering with it and reading the manual, I'm leaning towards a failed distributor. Check Engine light is on, the code is 12, RPM problem. This toyota sat for 5 years before i bought it, 183500 on the odometer at time of purchase. Any ideas would be appreicated.
