If I hit the gas pedal hard, then let it all the way off, it responds immediately. If I barely press the gas pedal, then let it all the way off, it stays revved then responds slowly. sometimes very slowly.
I can watch it happen, I am fairly certain it is the accelerator cable sticking like its gummed up. Is this a likely possibility?

Disconnect the cable from either the throttle body or carburetor since you don`t mention what you have .
see if the cable still sticks
You can try lubricating both ends of the cable I never seem to have luck with this
Also look for breaks in the cable sheath that would allow dirt to enter..
Then I also lubricate the throttle linkage every oil change

You have a 22R-E, which means you have a throttle body (fuel-injection has a throttle body, the 22R has a carburetor)
The last pic has a great view of what to check. Twisting that wheel-pulley (throttle linkage) moves the throttle. Check to see if that's sticky. Then, have someone or something hold the throttle linkage all the way (engine off) open. Step on the gas pedal, and check for the sticky feeling.
Hope that helps.

Looking at your pictures the end of the cable were it comes out of the sheath is missing the little Rubber piece that helps keep the dirt out .
For shame you others did not see it
I would guess this has caused all kinds of dirt in the cable.
This is one of those things will spraying lube in the cable make it worse or better
Removing the cable trying to clean some of the dirt out with carb cleaner then lubricating again
Who knows might work or make it worse yet .
Then there might be more issues causing the problems .
