weber linkage problem

hey guys i got a weber 32 36 for my truck. I just gave it complete rebuild because it was not mine i bought it off a friend. Everthing went back together except for the linkage. I believe i have it set up corrct however at wide open the butterflies only open like 1/3. Below is a pic of the linkage, and the second is of the butterflies at wide open.
