85 22re RPM's wont come down between up shifts

Hi All, been awhile since Ive been here. the problem I am having is that the rpm's wont drop between up shifts. and doesnt seem to get any better when the engine is wormed up. Ive checked the TIP's and looked for vacume leaks with no luck. HELP! Happy Holidays!!

Check the dashpot under the throttle linkage:

Rusty or binding throttle cable. Base idle screw adjustment or dashpot adjustment as was said. Does the idle ever go to normal 750 rpm?

my truck does the same thing but mine is carbed my throttle cable is cracked on the firewall side coming out of the little plastic piece i have to lift up on the gas pedal when i want the r's to go down.

This is a long shot, but my civic did this a few weeks before i spun a rod bearing. In my case the piston rings were shot due to high mileage, it never threw a check engine light until i heard it knocking. Just to be safe, check your oil level
