Tundra Steering and Tires Questions

I recently bought a 2001 V8 Access cab limited Tundra.

I have noticed that while turning there is a little bit of wandering/play and also that once turned, the steering wheel doesn't spring back into the center like it did with my 4runner. You actually have to move it back into the middle to straiten out. Is that a Tundra thing, or could it be tie rods/idler arm that need to be done?

The tires are 75R16s and I have a nice pair of 70R16s that I want to put on. That should be fine, right? The Tundra isn't lifted much.

given the age of the truck i would inspect all the steering joints as well as R&P for wear.
