Will this push bar fit my 4runner

it says its for 99-02, but will it fit my 97? Whats the difference?

judging from your pic, you installed a 99-00 bumper. if so, then my guess is "yes", but not 100% sure

The only difference is probably gonna be the "fat lip" front bumper that 99-02's have as opposed to the flat faced one that the 96-98's have, but since it appears that you have upgraded bumpers, it should fit just fine IMO.

The pic in my avatar is a 99 4runner, i still have the stock 97 flat bumper.

Well it will still probably bolt up, but there will probably be a big gap at the bottom where the "fat lip" would normally be poking out to fill in that gap.
