Where is a good place to find new ~1" over stock shackles, with mounting bolts (but not bushings) for a low price?

I'd go with 4 crawler...thats who mine are coming from after this paycheck. Paying a little more for quality in the beginning is better then buying a second set later IMO. You can also go to NWOR, suspensionconnection.com, daystar makes em and theres a few others.

Or just make your own. Roger Brown (4crawler) has tons of info on his site. You can buy 18mm by 120mm bolts for fairly cheap ($3-$5 apiece) and the nylon lock nuts to match for like $.50 each -- these will prob have to come from a specialty bolt supplier, but should be available locally in your area. Home Depot/Lowes sells various sizes of flat bar that should be acceptable for making your shackles. You just have to cut yourself the 4 pieces, drill the holes, and optionally weld the tabs that Roger recommends, although that part is not necessary since most shackles don't have them anyway. Total cost should be around $40. Hard part will be finding the 18mm bolts and the 45/64 drill bit or whatever size.

Yep, you can make your own. The '89 and later trucks have offset shackles, so you'll also need to bend the flat bar and use a longer top bolt. Figure about $20-25 for the large drill bit and you'll need something to turn it with. A 1/2" hand drill will get by in a pinch, but a good drill press is much better. I won't run shackles without the anti-rotation tabs for the bolts. Got tired of having the bolts backing out and having to check them on the trail every 30 minutes. Lots one nut on a non-tabbed front shackle once on the highway. I only found out later and lucky I did find it then, since the other nut was almost off. And one tip, finding 18mm metric hardware in Scottsbluff NE (where I found the parts missing) is darn near impossible. I ended up having to mail order some replacements.

I didn't say it in my last post, but I agree wholeheartedly with Roger on putting the tabs on--obviously Toyota had the same idea for stock shackles. I've found that the info on his site is some of the most thought out material available. I welded keystock down the length of my shackles both to keep the bolts from turning as he suggests and to give me a little more rigidity since I went with thinner flat bar than he uses. If it weren't so much fun to make them myself, I would also buy from Roger.
