From the pictures, and the mention of a switch, I'd say its some sort of electric fan. For something thats supposed to run at 22000 rpm, I'd expect it to look like it was built a little better if nothing else.
There may be a reason its listed as a private auction with bidders identities protected - you might not want anyone to know you bought something like this from someone you've never heard of before!

I've been hanging out here since I bought my truck, and you guys *sniff* never *sniff* never told me about this! I I... I hate you all!
Trying to get me to spend $2,000 plus on a supercharger, and I could just get this fine quality product for less than a tenth. What kind of friends are you?!?
Hmmm... it's a shame the bidders are anonymous... I've got LOTS of things to sell them!!! For very reasonable prices!

That's retarded! How can he even call it a turbo when turbos work on the exhaust side of the engine? Fool! Tis a shame nobody can warn those poor unsuspecting buyers...

Grande Burrito Off Road. I think you're on to something there dude. Should be quite popular with all of the Mexicans running around the southeast. First order of business. A huge "GRANDE BURRITO OFF ROAD RACING" decal in that awful itallic font. They'll sell like hotcakes!!

It's not really a bad idea, but probably just a hoax, of course. The key test would be to determine how much was outputed compared to how much air in sucked into the motor. If it's more, than it would work, and if not, then it will slow the air flow and cause less air to flow.
Probably more than you guys have thought about on this, because it's probably a hoax as ya'll are assuming.

I've seen something similar to that only it wasn't as hideous. I think the maximum output of a fan like that was somewhere in the neighborhood of 1psi? They had a demo video of something similar and it made a sound that was louder than a hair dryer and it could propell itself upward when let go. Anyway, that thing only works at wide open throttle as the electronics of that thing would probably overheat and burn if it were running all the time.
