What is this? Rear cargo plate. 3rd Gen 4Runner

I was cleaning out my interior today and came across these four bolts that hold a plate to the bottom of the rear cargo area. Does anyone know what they are? Are they necessary to have? The funny thing is the bolts aren't metric; the two outer bolts are 9/16 and the inner bolts are 7/16.

There are two plates, one on the driver side and one on the passenger side.

Driver side:

Doesn't look factory to me, Atomic. My guess is, a previous owner had something bolted down back there...like a big tool box or a subwoofer box.

The fuel pump access plate is under the drivers side rear seat. Getting to the fuel pump sucks.!

Yeah, I didn't think it was factory either since they are standard bolts. I have no idea what it could have been because the previous owner was a mom and this was her "soccer mom" car!

Third row seat? That would explain the reinforcements and standard hardware. Don't know what the mounts look like, though.
