Get a hold of , Ted @ engnbldr.com. He'll help you squeeze every available horse out of a 22R. Good man to deal with as well.

Just to be sure it is the "22r" (carb) not the "22re" (efi) correct?

I have read that weber carbs help power increase. Also a bigger cam.

Here are some ideas:

If you have an early 22R you can swap on a 20R head (lots of info on this, search this site and the web) this can also be done with more difficulty on a late 22R block (need different pistons + you have to enlarge oil holes in the HG so they match up... yuck)

Higher lift cam
larger valves
weber 38mm synchronous carb
2.25" exhaust (mandrel bent + turbo muffler)
Downey or comparable header
cam gears (3* advance)
you can also advance the timing a little bit (watch for pinging) or if you really want to, bore the cylinders out a bit and increase compression by decking the block or head or getting custom pistons.

where would a good place to buy a weber carb? or maybe a header from? I live in Canada. Maybe an online store or something. How about some do it yourself upgrade web sites?
