Weird Wires on 2nd Gen

Hey guys... On my '91 there's the electric fan in front of the radiator. Now... It has never come on... So, yesterday I'm installing some fogs on my bumper and notice this connector with a black wire (ground most likely) and a white wire with what looks like at the end of them, the remnants of some eye thingies (sorry don't know the correct name) to bolt them to the metal. Anyway... If I touch the black wire to the front crossmember the fan starts right up... is there some sort of switch that controls when the fan comes on, or what? I'd like to get it taken care of... THANKS!

That small electric pusher fan should come on with the a/c.

Is there a switch that might be burnt out? or does that white wire prevent the fan from coming on unless the ac switch is pushed on?
