Toyota TDA charge?

Toyota TDA charge?
I got a buddy looking to buy an 04.
We got all the paperwork from edmunds and kbb and the dealers for the most part are right on with the edmunds price, except for this charge they're calling TDA, which is supposedly toyota advertising, comes out to about 2.2% of invoice.
Anyone else have to pay this? Seems like a scam to me where they wanted a way to get more than the edmudns TMV, so they came up with a bull&*^&^ charge that is "non-negotiable".
Cheers,
Ziad

TDA is legit. Almost all manufacturers have an advertising charge built into the MSRP and shown on the invoice. It varies from one Toyota region to the next, so TDA will be more in high ad cost markets. The only way to avoid it is to order fleet, or "J" category and wait 90-120 days for delivery.

ultimately it comes down to the buyer. that is, 'is the final price, regardless of what they charge, worth it to the buyer?' nobody likes to be jacked, but sometimes wanting something will outweigh the price.
