Question timing off by HALF tooth?

1989 Toyota 4x4 truck with 22RE engine.

How could my timing be off by HALF a tooth? I thought that it would have to be off by at least one whole tooth.

I guess it could be off by half a tooth if the belt was "tooth to tooth" with the other teeth. But there's no way that would happen.

top gear allows cam to rotate at different speed of the engine. if just the top gear got jumped by one tooth, it would set the bottom off by half a tooth. at least it makes sence to me.

No belts in the 22RE. The timing set is chain drive.

Forgot to attach a picture. It's not my engine. I got it somewhere off the net. Don't remember whose.
