Not excited to say that I had the same problem. Its from the de-icer they put on the roads in the winter, horrible stuff! Anyway someone hit my car in a parking lot and I had it fixed, the body shop gave me a bottle extra paint. I cleaned the area real good then chipped the remaining rust off with a razor, then just put a tiny amount of touch up paint over the bare metal. Never came back again. However if you don't have touch up paint it is a little harder because you have to live with it or find the paint. Try to wash your car more often in the winter to keep it from happening again though.
