RPM question

Alright this is another wierd one but I gotta turn somewhere. Sometimes, not nearly always when I'm driving I will be holding my foot to the pedal, keeping the same pressure on it, the rpms will go up and down sometimes. I don't really know what would cause this or why it seems to happen but I don't think i'm crazy.....

my yota is cursed

Idle could be set to high, mine did that for awhile when I was messing with the idle screw. Vacuum leak perhaps?
