First you have to remove the bumper from the 4Runner and that isn't hard, just be careful to pay attention how it goes back together and don't scratch the paint taking it off. The top plastic piece on the bumper just pulls off with constant force, so pull away. All in all there is a bunch of bolts, but if you forget how to get it all together the Haynes or Chilton manuals have a good pic of how it goes together.
Clean the bumper well inside and out and wipe down with acetone. If you have some rust, make sure you get all that gone before you acetone. Then, rough up the chrome with some 150 grit sandpaper inside and out. Primer inside and out. Sand again wet with some 400 grit sandpaper and wipe clean with lint free cloth. I painted the inside with some regular Rustoleum flat black spray paint and then took the primed pieces to bamachem for him to spray with the OEM black paint and some clear coat, several coats of each. While we were at it he painted my rear license plate frame as well. They both look awesome!
A big thanks to bamachem for his painting excellence and his hard work. I just stood around and watched and listened to him say "uh oh" while he was messing with me. He painted the rear bumper, the license plate frame and the little antenna nut, so I have NO MORE CHROME!

i went to wal mart, got the filler primer spray paint in the can, and the Flat Black engine paint (2cans of paint). went over the bumper w some sand paper to ruff it up a bit, sprayed the primer (filled in a couple rusty areas with the FILLER primer, then let dry for about 30min-1hour. put 2 coats of flat black engine paint and its pretty freakin durable now. i was skepticle before it completely cured cause i knocked it with my ring and it chipped a little off...but it was still tacky. holding up REALL good. for the 15$ i spent. looks great too since i have a black ARB up front.
