Over active traction control

Has anyone had any experience with an over active traction control? The runner will hesitate sometimes, no wheel spin, just won't go. If I take my foot off and re apply the gas, it's fine. This has caused my wife to get REALLY upset, as she was trying to pull out in front of a semi onto a major road. She had lots of time, but nothing happend when she hit the gas. Any thoughts would be great.
