nut on top of torsion bar adjusting bolt?

Quick question, & I even searched I went to crank up my t-bars today & the nut on top of the 22mm bolt spins when I crank the bolt. Is the nut supposed to spin or is it just seized & rusted? I had an impact & alot of penetrant on it too. After giving up I thought maybe the nut is supposed to spin to adjust?

I'm sure Yotatech knows this! Thanks!

from what i remember on my mazda back in my lowrider days, you're supposed to hold the nut with a box wrench while turning the bolt. i was trying to lower my truck, but it works the same way.
