Need help on some Limited options

Need help on some Limited options
On the 99 and up 4 runner limiteds, are the bumpers, flares, cladding and running boards color keyed to the vehicle as std. or do you have to ask for it? I looked in the history pages, but for some reason I cant grasp if those items are std. or not.
The other day I saw a Jade Mica Limited with color keyed all of that. It looked real good. Only the grill had chrome on it. If I got one of those years that only has a chrome grill, It would be easy for me to replace that one and the hood with the parts from a sport or High lander. The cladding looks pretty good to me when its color keyed. Thanks.

I have a related question.
While in Pismo with the bunch, I lost the Recovery Tow Hook Bumper Plate Cover on my 2000 4Runner Limited. It looks like this without the Cover on.
Parts man at the dealership says "they come painted to match your trim." I say "great!" After looking up my trim info on the door pilar this is what he comes up with.
He says all the ones he has painted are like this. They have the color, then a small unpainted (black) area, then more color.
Here is my question. Do I have a paint scheme that differs from what the factory did to all the other 2000 year Limited's? He says the valance was always painted and never left black. Is it so?
Regarding the plate. Should I just remove the paint on the right side of it to bring that whole area to black, like the rest of the valance? If so, how would you remove it?
