you need these metal clips that go over the holes and give you your threads, he probably forgot to remove them and they have since fallen off. toyota should be able to hook you up.

I went to the dealer and looked at his crappy drawing of the mudguards. It looked like there were two different clips. One was special order (oh puhleeeze) and the other he had in stock and they're plastic, so I took six of them. When I removed the fender screws, it turns out that there are two different types, neither of which showed up on that drawing. One (the outer one) was similar, but deeper than the six I bought, and the other two appear to be the type you push through the hole, rather than clips. Grrr. I've got the mudguards mounted, but it doesn't seem very stable. I just hope I don't run over one of the screws when it falls out. I'll cut one of the push-thru types tomorrow and take it down to kragen to see if they have something similar. If not, well, it looks pretty good without front mudguards.
I did, however, luck out on a Penda liner SR. There's a $25 coupon available on the Penda website , if anybody is interested. I just couldn't get too excited about spending $400 and four hours of my life having a line-x sprayed on my ranch truck.
