This is about the best you are going to do;

There are several brands of them, I have the PIAA version. Same idea, slightly different design. The other option is to tack weld the nuts onto the studs, but that is pretty permanant.

I once read an article in a magazine that showed the guy had taken small luggage style locks throught the bolt of the light. The bolt sat about half an inch out of the bottom of the nut that held it in and he had drilled a hole straight through it and just put the little locks through thus making it impossible to fully unbolt the lights. hope this helps an some way.

I've used the PIAA version. After loosing the lug style key for them, I was able to remove them with a pair of vice grips (waste of money IMO). I am sticking with the tack weld method. A couple seconds with a grinder and you can remove them if need be.

Edit: I guess the tack weld method's efficiency would depend on the way your lights are mounted. It works well for me because my lights mount flat on a custom bracket I made allowing me to tack weld the nut to the bracket instead of the studs. I don't think I'd want to weld the nuts to the studs. Yeah, that does seem kind of permanent.
