Lift / Inspection Dilemma

Lift / Inspection Dilemma
First off I just thought i'd say hi and introduce myself. Just reciently bought a 00 4Runner and have loved every minute of driving it. Now Im getting over the stock ride and want to really be able to get out there and play in the mud and snow (or lack there of). Anyways Ive talked myself into getting the sonoran steel 1.2 kit and either a set of 285/75/16's or 255/85/16's. Living in Massachusetts i have to deal with this inspection law that states :
6.05 Maximum Combined Mechanical and Tire Lift
(1) The maximum mechanical lift for four wheel drive motor vehicles shall be calculated by multiplying the wheel base times the wheel track, and dividing the product by a safety factor of 2200:
i.e., 92" w/b x 58" w/t = 5336/2200 = 2" (maximum mechanical lift).
The outside diameter of the largest tire size available from the original manufacturer as standard or optional equipment for the particular motor vehicle may also be increased up to an amount equal to the maximum mechanical lift calculated.
(2) The maximum combined mechanical and tire lift shall be no greater than the sum of the maximum mechanical lift and increased tire size calculated for the particular vehicle.
so my question is... Does anyone know the wheel base and wheel track of a 00 4Runner? And is there anyone out here in assachusetts whose run into a similar issue? the guy at the garage told me mass law says no more than 2 inches of lift all together but i want get my facts sorted out before i go and buy anything.
