Intake Air Connector on 2.7 Tacoma

I'm replacing the spark plugs for the first time on this newly acquired truck and I have a question. The metal canister attached to the intake air connector has some type of liquid in it. Is that normal? Is there supposed to be a certain amount? How is it serviced?

I can't believe that of the 70 people who have read this post so far none of them have ever replaced their spark plugs. Was their liquid in your intake air connector or not?
